Your Bin Wasn't Emptied: What Australian Councils Do Next

Collection windows are long. The City of Sydney tells residents bins "are emptied any time from 6am to 6pm on your collection day", so a bin untouched at lunchtime is not evidence of anything. The City of Boroondara sets its threshold at 2pm: report only "if your bin has not been emptied by 2 pm on your bin collection day".

Check the obvious things before you report. Was it the right day for that particular bin? If a collector opens the lid and finds the wrong material, many councils sticker the bin and drive on. Sydney's Inner West Council explains why the stakes are higher than one household: "Contamination in recycling can mean a whole truckload of materials will need to be disposed of in landfill instead of being recycled."

Inner West publishes the items that get bins rejected. For a recycling bin: soft plastics, food scraps, textiles, soiled paper (wet, stained or heavily taped), polystyrene and e-waste. For a FOGO bin: soil, large branches, plastic bags, packaged food, general household waste and building materials.

The recovery procedure is specific, and worth following exactly: "Please remove incorrect items from your bin, tear off the rejected sticker and place your bin out on your next collection day." If you cannot work out what the contaminant is, or cannot get it out, the council asks you to do the opposite — "Leave the rejected sticker on the bin and a Resource Recovery Officer will contact you to discuss and assist" — and to report it with a photo of the bin contents.

Weight limits are real and they are enforced by the lifting gear, not by goodwill. Inner West asks residents to "check that your bin weighs less than 70kg" and gives a test anyone can do on the kerb: "If you cannot lift the front of the bin and move it with one hand, then it is too heavy." Rockingham in Western Australia sets the same 70 kg ceiling and asks that lids are closed.

An overfull bin is refused for a different reason: "If your bin is overflowing, rubbish will spill on the street when it is emptied, and the truck cannot collect it." Soil, rubble and wet garden waste are the usual culprits behind a bin that looks half empty and weighs far too much — a 240-litre bin of damp soil is well past 70 kg long before it is full.

Anything stacked around the bin is not part of the service. Merri-bek City Council in Melbourne states it flatly: "Any waste left beside or on top of the bin will not be collected."

Side-loading trucks need room for the arm, and a bin placed badly is a bin the driver cannot take. Merri-bek asks residents to "put your bin on the kerb at the edge of your street", facing the street, with "no objects within 30cm (such as a car, tree or another bin)", and for courts and cul-de-sacs to "place your bins along the straight part of the kerb". Rockingham asks for wheels facing your house, lids closed, and bins "a safe distance from other objects".

A parked car is the obstruction councils name first — Merri-bek's example list of things that must not be within 30 cm starts with one. If a visitor's car is over your kerb on collection morning, the arm has nowhere to swing, and a bin skipped for that reason is not a missed collection the council caused.

Councils will send a truck back, but only inside a window. Boroondara's is two business days: "If your bin has not been emptied by 2 pm on your bin collection day, let us know within 2 business days so we can arrange another collection", followed by the sentence residents most often discover too late — "We can't return to collect bins that are reported after 2 business days."

Speed also changes the outcome, not just the eligibility. Boroondara says that "If the missed bin was reported within 48 hours of collection day, we'll empty it within 2 business days. Otherwise, it will be emptied on the next collection day." And in every case: leave the bin where it was. "After you have reported your missed bin collection, leave your bin in its usual collection spot."

The practical rule is to report the same evening. A reminder the night before collection is the cheapest way to avoid the whole situation, which is what BinMinder does for free.

If the collection is genuinely gone for this cycle, the councils' own advice is consistent: take the excess out of the bin and hold it. Inner West's instruction for both overweight and overfull bins is "You will need to remove items from the bin and save them for your next collection." Do not leave bags on the kerb next to the bin — they will not be collected, and loose rubbish on a nature strip is treated as dumping.
